This stream interrogates the political economy of climate finance in Africa, foregrounding how power asymmetries, neoliberal policy paradigms, and shifting geopolitical rivalries shape the scale, terms, and distribution of financial flows from the global North to Africa. It also examines how neoliberal instruments are reconfiguring public climate obligations into investment opportunities. We invite papers that scrutinize the implications of neoliberal informed climate finance, particularly regarding its funding conditionalities, decarbonisation logics and policy autonomy in a context of intensifying climate diplomacy competition among actors including the global North, China, India and, to some extent, Russia. Papers that centre climate justice and question market-oriented thinking in mitigation, adaptation, resilience, and just transition financing in Africa are also invited.
